Boss Jurgen Klopp has reportedly agreed to go all out for the player in 2023.
But his proposed £86m bid falls short of Borussia Dortmund’s £129m valuation.
The Reds also face competition from Real Madrid and Man City.

According to reports from Germany, Jurgen Klopp has struck a deal with Liverpool bosses to back Jude Bellingham next summer.
Bellingham, 19, is one of the most popular players in European football right now, having become a key member of Borussia Dortmund’s midfield at such a young age.
The race for his signature is expected to intensify towards the end of the current season, with Liverpool, Real Madrid, Manchester City and Chelsea going around in circles.

Jurgen Klopp has reportedly agreed to back the Borussia Dortmund midfielder in 2023.
According to Sport Bild, the Reds are now hell-bent on luring Bellingham to Merseyside after Klopp made it clear he would be fully behind a big money swap next summer.
Anfield officials are
understood to have set aside around £86m to get their hands on the England international, but that price is well below Dortmund’s valuation.
The Bundesliga side, which have linked Bellingham to a new four-year deal in 2021, are believed to be asking for at least £129m for his services.
But his proposed bid of £86m is well below Bellingham’s £129m valuation of Dortmund.
If Liverpool or any of their English rivals reached that rating, they would break the Premier League transfer record (Jack Grealish’s £100m transfer to City last year) for almost £30m.
According to the journalist from El Chiringuito, José Álvarez Haya, as reported by Marca, Bellingham would prefer to sign for Madrid rather than return to his country of origin next summer.
The teenager reportedly wants to lead a new generation in Los Blancos’ midfield, where he believes he can prove himself an “important” player.
City are understood to have contacted their representatives only to be told that Madrid would be their first priority if they received the right offer.
The teenager is also said to be considering a move to Real Madrid next summer.
Bellingham has made 109 appearances for Dortmund after completing a £25m move from Birmingham in 2020.
Such was the impact he made at St Andrew’s before long that the Blues controversially withdrew his number 22 shirt after letting him move to Dortmund to “remember one of us and inspire others”.
Eight months shy of his 20th birthday, Bellingham has already made 17 England appearances and is scheduled to be included in Gareth Southgate’s World Cup squad later this month.
